  • Talk to Al Jazeera - King Letsie III of Lesotho: Ready for more power

The Kingdom of Lesotho is often described as one of the poorest countries in the world. In addition to continued political instability, the nation is facing many serious social problems. Poverty and unemployment rates are high, violent crimes are common, and there are many reports of rape and abuse against women. With 25 percent of the people identified as HIV-positive, Aids/HIV rates are among of the highest in the world. But there are also sources of stability and wealth: Most people in Lesotho own their own land and their own homes. They speak the same language and share the same religion. It is a democratic country where people have a chance to express their views, and they have a king who is willing and anxious to help - if only they let him. Unlike the other African monarchies ...

More information about the video content bellow: 1. Maseru is the capital and largest city of Lesotho. The city was established as a police camp and assigned as the capital after the country became a British protectorate in 1869. 2. Sehlabathebe National Park was added to the World Heritage list in 2013 as the immediate neighbour of South Africa’s uKhahlamba National Park (which is also in the Unesco club). Together, the pair makes up Maloti Drakensberg World Heritage Site. 3. Lesotho is land-locked. In fact, Lesotho is a country within a country, surrounded on all sides by South Africa. Specifically, it lies around 410 km south of Johannesburg – or 50 minutes by aircraft. 4. Lesotho is ruled by a constitutional monarchy and is one of the 3 remaining kingdoms in Africa (the others are Morocco and Swaziland). King Letsi III is the reigning king of Lesotho since 1996. 5. The lowest point above sea level in Lesotho is 1400 metres, making it the country with the highest low point in the world. Nearly two thirds of the country consists of mountains. The lowlands (1500 – 1800 m) consist of 15%, the foothills (1800 – 2200 m) are also 15% and the mountains (2200 – 3000 m) take up two thirds of Lesotho. 6. You would not immediately associate Africa with snow, but Lesotho is home to the highest ski resort in Africa. Afriski is situated at 3050 metres above sea level. Lesotho is home to the highest altitude pub in Africa at 2874 metres above sea level. 7. Lesotho has practically 100% renewable electricity, thanks to the Lesotho Highlands Water Project. The network of dams exports water to South Africa, and provides almost all of Lesotho’s power needs through hydroelectric energy along the way. Unlike the other African monarchies in Morocco and Swaziland where the king plays an important role in politics, Lesotho is a constitutional monarchy with a king whose powers are largely ceremonial. "I have no constitutional powers to intervene in public affairs or settle disputes that may arise between different political factions or between sections of the population and their political leaders. So it does cause, sometimes, a bit of a problem or a frustration on my part," King Letsie III of Lesotho tells Al Jazeera. But that may be about to change. In a conversation with Al Jazeera, the king suggests he is ready to play a larger role in politics - but under certain conditions. "I'm committed to the principles of a constitutional monarchy. However, if there is a view among the population that I could have a role in one way or another - there is a process of reform that is about to begin, reforming the Constitution ... if the people say this is what we want, then I am ready for it," the king tells Al Jazeera. "But we must be careful that ... we don't surrender the principles of the constitutional monarchy, and we do not, at the same time, try to usurp the powers of the elected government. So it will have to be a very balanced exercise.... but in the end, it depends on the views of the people and the leadership." So what is next for the landlocked Kingdom of Lesotho and its king? King Letsie III talks to Al Jazeera about political instability and reforms, the HIV epidemic, the controversy surrounding Katze dam, and his special relationship with Robert Mugabe. I ended the day at a place in Lesotho called Semonkong. I came here to photograph a waterfall called Maletsunyane. It's the number one reason I came to the country, and though it would be even more spectacular if the water levels were higher, it's still impressive.

Amnesty International has called on African regional bodies to reign in their neighbours if they are found abusing press freedoms. The body's Shireen Mukadam, made the call while appearing exclusively on the SABC earlier today. The call comes soon after the SABC's Nthakoana Ngatane, who was based in Lesotho, fled the country for South Africa. The body said a few months ago that ongoing harrasment of journalists show that hard won press freedom rights fought for during the colonial era have been lost For more news, visit: http://www.sabc.co.za/news

One of the top stories this week was the gunning down of Lesotho army commander, Khoantle Motsomotso. The two officers who stormed his offices at the army barracks, were in turn shot dead by Motsomotso's body guards. A SADC Double Troika team consisting of ministers and experts was deployed to Lesotho on a fact-finding mission. The team has concluded its mandate and is expected to hand a report to the SADC Heads of State and government. To discuss the rivalry within the army; and the military and government, we are joined on the line by Dr Hoolo Nyane, a Constitutional expert at the University of Lesotho.
